Absolutely not…I absolutely don’t believe that it’s necessary.
In a speech to the American Legion in 1999:
I believe that military service is the most honorable endeavor an American may undertake. But I’ve never believed that lack of military service disqualifies one from occupying positions of political leadership or as Commander and Chief. In America, the people are sovereign, and they decide who is and is not qualified to lead us.

And then there’s the tale of McCain, Roskam and Duckworth. Tammy Duckworth, an Iraq war veteran (and double amputee!) ran as the Democratic candidate against Republican Peter Roskam for Illinois’ 6th District in the US House of Representatives in 2006. McCain campaigned with Roskam (a trial lawyer! Oh my!) and helped him raise funds during the race.
Their message is that while Duckworth deserves recognition for her service and sacrifice in Iraq, that doesn’t make her qualified to serve in Congress.
Roskam ended up winning. But what a difference 2 years makes, huh John?
Bonus dirty politics:
[Roskam] said a radio producer told him that Al Jazeera had covered his debate with Duckworth last week. The crowd gasped. “Now that’s a real interesting group that would come out and cover the 6th Congressional District,” Roskam observed. “Al Jazeera has an interest in who wins in the 6th Congressional District? I’m telling ya, let’s send them an answer, whaddya say?” The crowd cheered.
