He’s Cheney’s right-hand-man. Most of the pro-torture stuff, and particularly all that stuff about the “unitary executive,” comes straight from him. Also, he’s firmly on the side of the absurd notion that “the vice president is not explicitly part of the executive branch.” (He believes the VP to be an executive “attached to the legislature,” and therefore neither nor, and therefore not accountable to either. Or something.)
If you have an opportunity, watch some video of his congressional testimony from yesterday. The man is in serious “I’m better and smarter than all of you” douchebag mode. I haven’t seen that kind of arrogance and contempt for our lawmakers since Condoleezza Rice last testified.
I thought she was bad. Addington actually appears personally outraged that these mere congresspersons would dare ask him questions. It’s clear why Cheney likes this guy. Unfortunately, as long as the Bush gang are in charge, Addington is nigh untouchable and he knows it. One thing (of many) that I look forward to in the Obama administration is the purging of all these elitist, arrogant, unaccountable cumstains from government office.

In fact, in 2001 Cheney sought to avoid a lawsuit over his energy task force by claiming that a congressional probe “would unconstitutionally interfere with the functioning of the executive branch.”
