It means the apologies are meaningless.

Actually, in Fox News’ case apologies are rare. But when apologies do occur, they are entirely devoid of sincerity unless they are immediately followed by a change in behavior. Fox News continues to play their little game. Their unabashed bias and agenda are plain as day.
